Re: cant load update licence file
This error message indicated that either the file is currently in use, write-protected or the application for some reason does not have write permission to that folder. Since the application takes care of it's privileges automatically this shouldn't be the reason, but you can try the following: Exit the application, then right-click the executable (or a link to it) and choose Run as Administrator. Then try to register.
If that doesn't work, reboot once and try again.

Re: cant load update licence file
Since this is the first time we're getting a report like this I'm really surprised about it. I've tested it on Windows 10 just a minute ago without any problems.
Where is your license file located? Please place it on the desktop and in the registration dialog open it from there. Make sure you don't open that file in another application at the same time.
If that still doesn't work, let's do a clean install:
Backup your settings.ini file
Uninstall NetSetMan Pro
Delete the installation folder "C:\Program Files (x86)\NetSetMan Pro"
Install NetSetMan Pro
Register with the license file on your desktop
