not local admin - use alternate credentials?
Is it possible to store a connection profile with a local username/password encrypted so that we can allow a user without privileges to make only changes we set up in the profile?

I'm sorry, this is not possible.
In fact it would be a lack of security, because even if the password is encrypted, it has to be decrypted in memory. So it would be possible for the user to get the password.
