Install conflicts with other programs?
When I try to install, I get this error, "shellexecuteex failed; code 67. the network name cannot be found."
When I run installer as an admin, I get this error message, "0x80070043 The network name cannot be found."
I have done all these things to troubleshoot:
Run the Exe file as administrator (3x)
Re-download or reinstall the program (3x)
Run System File Checker in CMD (repairs were made; install still fails)
The only thing I haven't ruled out is application conflict.

Unfortunately, you didn't provide the NetSetMan version and the Windows version you are using, so we don't know what exactly this is about.
It's the first time we hear about such an installation problem. "shellexecuteex" is a default Windows API and probably used by the setup. We don't see how this basic functionality could fail. It does not look like a conflict with another application, but like your Windows system is somehow missing basic functionality or is broken in some way.
If you want to make sure that the setup file is correct and not broken, simply check for its digital signature. If it is there and Windows displays it as valid, then the file is unmodified.
The only workaround we see, would be to install it on another system without this problem and then copy the program folder to the first system. However, if something is really broken on your system, the application might of course fail as well.

Surface Pro, Windows 10
It is the most current DL release, that will not install.
I have since been able to install it through the admin account, and it seems to function on the other user accounts normally. We were able to install this version on 2 other identical surface pros, on the user accounts w/o issue. It would be nice to understand why it would not install on this one, without logging into the admin account.

The setup requires administrator privileges by definition. Trying to install it in a limited user account, the UAC dialog will prompt for credentials of an administrator account.
In your original question you stated that it didn't work with an administrator account. We are glad to hear that it now does.

You misinterpreted the original info; I used the windows feature "run as admin," on the limited user account.
For the other 2 surface pros, I ran the installer on the limited user accounts, and windows automatically prompted me for the admin pw, before installing. Both installs were successful and both installs have worked as expected, and have successfully changed IPs, printers, etc between 2 locations, repeatedly w/o incident.
On this latest surface pro (the one this post is about), I tried to install on the limited user account, like I did the first 2. It prompted me for the admin PW, and then gave me this error: "shellexecuteex failed; code 67. the network name cannot be found."
When I (redundantly) used the "run as administrator" feature, it prompts you for the admin PW, and then once it tries to open the file, it again asks you for the admin PW (so you enter the admin PW 2 times, when you run it as an admin, on a limited user acct). Windows gives you this error code after you enter the admin password the 2cd time: 0x80070043 The network name cannot be found.

Thank you for the clarification. We simply do not know what might have caused the setup issue on that one system. Maybe the admin user does not have access to the folder location of the setup folder or of the temp folder (where the setup files are extracted to) of the limited user account.
