I tried reinstalling the program but I still get the error?

We are unaware of a file named "winlanapi.dll".
If you meant the file "wlanapi.dll", then this is a core part of Windows. You're either using Windows XP without SP3 or your Windows is broken. Please update your system and try to repair it. Afterwards you'll be able to use NetSetMan that heavily relies on a fully functional Windows to be able to change system settings.

So it's indeed "wlanapi.dll" and not "winlanapi.dll".

OK, so you're using a Windows Server edition. This might explain it, as the missing file is actually part of every normal Windows installation for clients, but the Server editions might have disabled some client features by default. Please notice, that we're asking for some details when posting a new topic, incl. the Windows version, so in this case you could have received the answer quicker by including the requested details in the beginning.

In this case you're probably missing the "Wireless LAN Service". Open the Server Manager and add it (e.g. "Manage" > "Add Roles and Features"). Reboot and you should be good to go.
