An interface with this name is not registered with the router.
Dear Sir,
I use NetSetMan ver 3.5.3 free under windows 7 x64
I can not use the tool and found out this log message,

[0:00] Adapter found
[0:00] IP & Subnet Mask: Start
[0:00] IP Address: OK
[0:00] Subnet Mask: OK
[0:00] Static: OK
[0:00] Gateway & Metric: Start
[0:00] Gateway: OK

[0:00] DNS: Start
[0:00] DNS: OK
[0:01] Adapter - Refresh: Error
[0:01] Adapter Status: An interface with this name is not registered with the router.

As far as I know the error message "An interface with this name is not registered with the router." is thrown by Windows in this case only if the application doesn't have enough privileges. However, I don't unterstand how this might've happened. Either NetSetMan asks for UAC elevation or you have installed NSM Service which will take care of the privileges question.
How exactly do you run NetSetMan? Have you activated NSM Service (Options > Preferences > System Privileges > [x] Activate...)? -> Try changing this option and restarting NetSetMan afterwards.

the error message start appear when use NetSetMan under Domain admin privilege, and after this I installed the NSM Service the same error appear again.

Could you please run those two commands and send me the results by email? The result files will be stored directly on C:\ (interface4.txt and interface6.txt).
Open command line with Administrator privileges (Start > type "cmd" > right-click > Run as Administrator).
netsh interface ipv4 show interfaces > C:\interface4.txt
netsh interface ipv6 show interfaces > C:\interface6.txt
I need to find out if there's a possibility your adapter isn't listed properly. Thanks.
