Can NETSETMAN block updates on Mobile Broadband connection ?

Can I use NETSETMAN to prevent applications from starting large  downloads such as updates when my internet connection is on Mobile Broadband and then allow the updates when my connection is WIFI or ethernet.

No, sorry, that's not possible.
Of course ir would be possible to de-/activate adapters, but not limiting their bandwidth.
The only way I would imagine, that you modify the hosts file per profile to stop file transfers to known sources. If in your case they are only a couple of applications that do such big updates, you can put their domain in the hosts file pointing to your local system.
Like this:
127.0.0.1 app-with-huge-updates.com
With NetSetMan you can modifiy the hosts file with each profile.
To find out the server addresses of the applications you can use a software like Wireshark.
