Network Configuration Operators?
There is such a (non-administrative)group in windows xp(maybe later) that allows to reconfigure network adapters, but NetSetMan checks only for administrative rights and requests only for administrative credentials 
Feature request to operate limited functionality(that allowed to network operators group) and stop requesting administrative rights/credentials if current user is a member of such a group. In this case there would be no need to run a service or give administrative credentials to NetSetMan.

Sorry, that's not possible. Several of the APIs used require administrator privileges.
