NetSetMan changes Windows 8.1 system clock resolution

I noticed that, when NetSetMan (v3.7.3) is running, the system clock resolution changes to 1.000ms. I heard that changing the clock resolution to a lower value than the default could cause increased energy consumption.

My system is running Windows 8.1 PRO (x64) and is fully updated. I detected the change in the clock resolution by running "powercfg /energy" and by using the SysInternals utility "clockres.exe". The 1.000ms are in effect if NetSetMan is running and the default value is in effect when it is closed (if another program that is running does not change the clock resolution too).

If this is not necessary for it to function, I plead that the developers change the behavior of the program so that it does not change the clock resolution.

NetSetMan doesn't change the timer resolution - at least not by purpose.
I've ran a couple of tests using powercfg as you suggested. In the generated HTML reports NetSetMan was not listed (while other processes like browsers or audio players were).

In my understanding Windows might adjust the timer resulution temporarily itself for different purposes. One might be to perform a smooth animation. So in case of NetSetMan for example displaying the InfoTray, the AutoSwitch message or the animated activation dialog might have such an effect. If this is really bothering you, you could try to further analyze it by performing different actions with NetSetMan and creating a report file after each test. That way you could break it down to which actions might temporarily change the timer resolution.
