Windows Connection Delay

Does anyone know how to cure Windows of its delay when a network cable is plugged in?  This mostly applies to networks where there is no internet access.
I work in AV systems, most of which do not have net access.  Almost every time I physically connect to a new system, Windows sits and searches for net access for a good minute or more, during which time NSM and any other network configuration is blocked out.  It's as if Windows (MSoft) can't fathom that it's possible to do anything useful without being online!  Doing a set of updates at a college, where there are 40 racks to update, plugging into each one separately, wastes a lot of time!  I have all my profiles in NSM, and would like to able to apply them as soon as I connect.
