The best way to find this out would be to try it out
Seriously: NetSetMan changes the computer name the same way as Windows does it. As you might have noticed Windows informs you to restart your system after changing the computer name. This message can also be found in the "system information" - "computer name" dialog after changing the computer name using NetSetMan.
In fact the computer name is changes but not always transmitted to all network points. So you MIGHT need to restart.
Just try it out if it's necessary in your case or not.
